Early Childhood Court Evaluation
The Early Childhood Court (ECC) Evaluation offers a comprehensive look at how Washington’s ECC programs support young children and their families involved in the child welfare system. By examining outcomes, implementation practices, and the effectiveness of core program components, this evaluation helps courts, community partners, and policymakers understand what is working well and where improvements can be made. The goal is to ensure that ECCs continue to promote healthy child development, strengthen family stability, and support timely permanency through evidence‑informed approaches.
ECC Logic Model
The ECC Logic Model illustrates how the program’s inputs, activities, and data driven processes lead to improved outcomes for children and families. It shows the commitment to trauma informed, equitable, and family centered practices, as well as the continuous quality improvement cycle that guides decision making at state and site levels. The model shows both short-term and long-term impacts, emphasizing strengthened collaboration, more effective services, and greater stability and well-being for families. This model is informing our ECC evaluation.
ECC Evaluation Plan
The Early Childhood Court (ECC) Evaluation Plan outlines how the Family Youth and Justice Program (FYJP) and the Washington State Center for Court Research (WSCCR) will partner with Washington’s local sites to measure implementation fidelity, equity, family experience, and outcomes across the state. This document describes a mixed methods approach using administrative data, surveys, observations, and lived expert feedback to understand how well ECC practices support child and family well-being. The plan also details the timeline for data collection, analysis, and reporting to ensure evaluation findings meaningfully inform continuous quality improvement.
